    Here's a pic of the ZAP stun cane. These units put out 1 million volts....but not enough amps to croak a smuck. I would not test it on myself cause I ain't no masochist... but I'm definitely gonna get one fer sure.

    If designed right, it *should* have a bleed resistor bridged across the capacitor that feeds the tip for safety so you don't inadvertently zap yourself after it's been charged up. An unbridged capacitor of quality can hold a charge for a looong time. In use, the voltage is well in excess of what is designed to leak across the resistor, when powered off, the charge should bleed in a brief time. How long depends on resistor rating, and charge capacity of the capacitor. How long you hold charge on shouldn't matter Baby Seal, once charged it is charged... you hold power on it until you zap the bad doggie that is after you anyway, but after releasing the button, try touching it in 10 seconds. If no snap, then try 9, etc... until you feel a tickle. Sort of work up to it...lol. I want one for my Dad when they are in next. Missed the last bunch.
