I don't think it says that the Swiss arms and CZ858 are non-restricted. What they did was expand on the amnesty to enable the owners to use them, but the arms themselves are still prohibs with a "Mother may I". I'm glad I can shoot my 858 again but there's quite a difference between NR and this hobbled together tempory alibi they gave us.
