Is the other side drilled/taped for mounting a rail for an optic mount? Also, is it possible to mount a picatinny rail to the lower front hand guard?

Yes it is. I have one and there are two little allen key studs that screw out and a CSA made scope mount bolts directly on. They cost about 100 bucks. And you can still use your iron sights with it in place as I understand.

Or...

you can buy the CSA low mount from Zahal and keep your cheek where it belongs. Iron sights can't be used though.
I bought it and it is excellent...certain shops round my way said nothing existed but...
