SAAMI says 5.56x45mm and .223 Remington are safe to interchange. They are safe to shoot in each others chambers. It is not a complicated matter. Sure technicals could be debated but in the end as a shooter, they're the same practically.
you can fire 223 out of a 5.56, but not a 5.56 out of a 223. differences in the rifling leads to excessive buildup of pressure
"These pressures are generated and measured using a chamber cut to 5.56 NATO specifications, including the longer leade. Firing 5.56mm NATO from a chamber with a shorter .223 Remington leade can generate pressures in excess of SAAMI maximums."
