I am member at TSE and I bought a bunch of Barnaul and mfs ammo with the lead core exposed. Got it for .59 cents a shot shipped. Cheapest I could find

Ya but it's allowed because the lead core is exposed, it doesn't damage their back stop. They sell it there to be shot at their range, trust me I did a little bit of digging before I spent 590 bucks on 1000 rounds

I've been pulling them all month for 303 reloads, they are bi-metal jacket lead core exposed flat bottoms. They measure out at .311 on the button and weights are majority 124.5 to 123.5 grains most closer to 124, powder measures over 30 rounds pulled were all the same to the tenth of a grain... if your wondering.

Isn't it cheaper to use surplus? Or are you using the 303 indoors?

    Where ?
Pre-orders are horrible for everyone involved. They never go smooth. We will not be doing a pre-order to bankroll this project.
