    Well, I stumbled across this in a few places.. better safe than sorry.
    § 121.10#-- Forgings, castings and machined bodies.

    ### Articles on the U.S. Munitions List include articles in a partially completed state (such as forgings, castings, extrusions and machined bodies) which have reached a stage in manufacture where they are clearly identifiable as defense articles. If the end-item is an article on the U.S. Munitions List (including components, accessories, attachments and parts as defined in § 121.8), then the particular forging, casting, extrusion, machined body, etc., is considered a defense article subject to the controls of this subchapter, except for such items as are in normal commercial use.

    Jigs are legal to import. As are the drill bits and endmills. They are just tools.

    So jigs are ago of to go but a forged 80% lower is clearly identifiable as a lower receiver isn't okay to import if I interpreted that correctly? Brownells says they have 80% lowers that are okay for export but does that mean that they can be imported?

    Not requiring an FFL was in reference to shipping domestically. It is still regulated by ITAR. Scroll to the bottom of the product's description to restrictions..

    80% lowers are okay to import from what I have seen. They are basically paperweights as far as the USA is concerned

    no milling machine needed , just a good sturdy vice , some sharp files and drill bits and some decent taps and accurate layout of holes .

    at the end of the day neither the US or Canada recognize an 80% lower as a firearm,,,,YET,,,so buy as many as you can while you can,,LOL..if a candian company was to start poping these out like crazy,,they'd sell a million of them,,,,before possibly being shut down,,LOL..if i was company wanting to get in on this,,,i'd form a NEW company NOT attached to my existing buisness solely to produce these,,so when it does get shut down,,,your main buisness isn't affected...

    A 308/ar10 lower or lower jig combo would most Likley be a good seller also. Just sayin.....
