I don't know much about AR's so this is most likely a stupid question. But could you just buy one of those 80% completed AR lowers and just mill out the area for the trigger components (not mill out the magwell/mag release/ areas not nedded to fire this upper) and slap it on? and it will be non restricted because its not a completed AR lower? or will it still be restricted because the uncompleted receiver is still able to fire an upper therefore making uncompleted receiver of the gun operational which means it has to be registered, therefore registered as an AR-15 receiver since that's what the receiver was meant to be completed as?
I'm guessing still restricted.
If the magwell area isn't milled out of an uncompleted AR lower will it still fit and fire an AR upper?
