First time license RPAL issued without being questioned by CFO?

i never talked to the cfo when i got mine Last year, It did take about 4 months to get it though.

When I got mine, they called one reference and didn't even talk to my wife. I called to check on it's status and it was already issued.

Seems like just pick at random then. Wife got her RPAL last fall. They called me, to see if i was ok with her having it. Just this year, was called as a reference for someone else.
