How does bill c42 affect me?

Hi,
I have applied for PAL and RPAL. Even though its over a month my application is still under initially review. I was wondering if it's because of the new bill. How does this bill affect my license?

Mine took a little over 2 months for both RPAL and PAL, just be patient.

Call them. They will most likely tell you to get your references to call in. This is what happened to me. I had my reference call them and the next day it was approved.
