    I wonder if thats a loophole, like the rifle is integrally suppressed I.e. there is not device to attach, the rifle as a whole is built to be quiet.

    Nope. Integrally suppressed = prohib.

    I wonder if safety is something that can be fought for in a court of law?

    I.e

    By the government not allowing you to have a suppressor you can challenge that on the grounds that you can get hearing damage from the firearm and if the government had not prevented you in getting the suppressor you wouldn't have gotten the hearing damage?

    Its a stretch but I wonder...
