general consensus is that you want to leave the mags alone to stay on the right side of the law. I would pull the mag apart and make sure the spring is seeated in the little retainer. I had a couple mags that shipped with my spring all fowled up. made my mags pinch and not feed right. could be the last round is pushing too hard. Another guess is the round is hanging on the boltmod at the front, it's got metal missing in spots that dont need it. I would borrow a properly modded bolt if you can and see if the problem is still there.
Thanks guys. It appears the answer is the trimmed follower. I will give it a try with a new bolt when I get one. Needless to say I have to be very careful not to end up with an 11 rounder...

Could you not trim the bolt like this?
I have seen this a few times on the SKS boards, although it was pre mag adapter days I believe. Not sure why some thought the need to do this, it's a bit extreme, but might work. At least it might be worth a try while you're waiting for the new bolt to arrive.

Dont be dramatic .... If you screw up the mag so it holds 11, just figure out a way to semi permanently make it hold 10 again,, or dispose of the mag.
Once the spring in the mag gets ran a bunch it will load easier on a closed bolt.
Personally I just hold the bolt open while inserting the mag.
It is only inserted when I intend on shooting anyhow...
