Just like the AR, the XCR design is a modular, since the upper is not the registered part there is no way to control people running around with a short barrel rifle, if that happens RCMP will just classified the whole rifle as restricted and be done with it.
One way I can think of to get around it is, to ask Robinson Arms to add a matching serial number to the upper as well.
would like to know price before commiting to a pre-order and i would like to know if it comes with a ten round mag in 7.62x39 or just a five round rifle mag.

Does Wolverine have any info on that?
Hopefully we will see the XCR-M at the end of summer, when I know something definite, I will post it here. What I can tell you is that the first shipment leaving the factory will be coming to Wolverine Supplies and the first rifle will be my personal one. Hopefully we may even get a pre-production sample to evaulate.
