The receivers are not interchangeable with any AR's or real 416's so there is a very good chance this will be unrestricted as said by Dlask. Also, the rifles are manufactured by Umarex (same as there airsoft clones), for whatever thats worth. Personally, id still buy one in a heart beat.

You can read the writing on the side of the rifle in that first video, it says "US IMPORTER UMAREX USA, LICENSED TRADEMARK OF HECKLER&KOCH INC, MADE BY CARL WALTHER GERMANY".

this is a genuine HK product. It still is made with the same quality as the 416 223/MR223 which are $3500.

As already mentioned this is simply not the case.

I have my doubts it will be non restricted as well. The Colt, and S&W were deemed restricted variants, so I don't expect this will be any different.

Think about it... they said the GSG was an MP5 variant, and everyone knows that isn't true. Thusly, this will be restricted as variant of AR-15. I'd be willing to put a Mini-14 on it.

As much as I wish this wasn't the case, I'm sure mlehtovaara and canucklehead are correct. I'd be shocked if we were lucky enough to have this be non-restricted!
