There is no good source in Canada for all the parts you will need , just what u can find on the EE .. Getting gun parts from the US can be hard as u probably know but If you know someone in the US that that will let you ship parts to their address you have some options ..
Boyd's has full stock sets for about $120.00 U.S.. I think you can get parts out of the States without too much of a problem. Brownell's has some parts. So does Marstar and Tradeex. It can be done, you just have to look for the parts here and there. Barrels are easy enough to find. With a little time and effort, a nice rifle can be built. The receiver was the toughest one to find and now here it is.

Can the Beretta receivers be built up as a 30-06 build, or are they limited to .308?

308 or 30-06 are both options... ...bigger bores are also viable (waiting for custom pull through reamer before divulging more).
While not exactly my angle, 35 whelen can be done too...
Anything under the sun based upon the afermentioned cases are viable.
Even 6.5x55 is possible,
