U.S Retail is Irrelevant, they do not sell these German made 516 in the U.S.
SIG Germany produces these only in 16.5" models

Yup, made in Germany by authentic German "squareheads" who ensure that all the angles are "right" and true.
Not sure where you got that info as it isn't true, check the German (not US) catalog. I think the truth is they don't sell the SBR to civilians. Can you get clarification?

We'll look into it. Under the defence section there is an SBR, but we asumed it was a SIG USA production, much like the 716's shown on the Defence section as well.
No SBR regs that we're aware of; lots of Short barreled semi-auto rifles readily available for German civis.
We did notice there is a new "sand" model available now:

so the sigs Tactical imports sell is the 16.5"????
