    Implementation of Bill C-19, the Ending the Long-Gun Registry Act.

    Implications

    The Government of Canada has changed the Criminal Code and the Firearms Act to eliminate the requirement to register non-restricted firearms effective April 5, 2012. Until further notice, due to a Court Order issued by the Quebec Superior Court, residents of Quebec are still required to register non-restricted firearms with the RCMP Canadian Firearms Program.

    Beginning on April 5, 2012, firearms businesses are no longer required to obtain a Registration Certificate for non-restricted firearms from the Canadian Firearms Program (CFP). This does not impact registration requirements for restricted or prohibited firearms.

    Businesses that use Business Web Services, available from the CFP website, are advised that the registration and transfer of non-restricted firearms is no longer required or supported.

    Individuals and businesses buying or otherwise acquiring firearms must still have a firearms licence, and businesses are still responsible for checking the buyer’s licence. Businesses may continue to call the CFP at the toll-free number to confirm the buyer’s licence prior to completing a sale.

    So are you still going to wait until you receive specific instruction from the CFO on procedures for registration/transfer of NR firearms? If so, can you advise when you have been given this instruction?

    Thank you very much, we received confirmation of procedure later last night. We will be following the procedures set out by the RCMP and the CFO as stated in this bulletin.

    The way I read it, except for Quebec residents, we don't register long guns anymore. It is the seller's responsibility to ensure that the buyer has a valid license. End of story.

    The bulletin at the top of the first post is relevant.

    I guess the question then would be is this the same bulletin that the vendor received? Sounds like it is.

    Walk into store.

    Pick gun non restricted you like.

    Show person behind the counter your PAL.

    He or she MAY call the CFC to ensure pal is still valid.

    you pay for your gun.

    you leave the store with your new gun.

    You being in BC are fine.

    Quebec seller calls CFC to inform them they have sold the gun out of province.

    CFC removes the gun from the registry.

    You now have a new, unregistered non restricted.

    Therein lies the STUPIDNESS of Quebec trying to get a provincial LGR.

    "sell" the gun out of province - removed from the registry.

    "purchaser" can then "loan" the now unregistered gun back to the seller for the rest of his/her life.

    Hahaha, yeah, I think you hit the nail on the head there. I also suspect that registry will be less than effective.

    That's how I see it too, MAY not MUST. Is this how stores are going to operate from this point forward? May not MUST?
