Any way to rebarrel the SAF's into Nonres? Possibly stick a fake can on the long barrel to resemble a suppressed MP5 kit type of deal?

Anything is possible with sufficient capital. I personally think it would look silly like the BRS-99s because it's alot of barrel that needs to be added. The CT-40 is probably a better choice for a non-restricted carbine as it only needs an additional ~ 1/2" of barrel IIRC.
