Just got one of these, maybe this'll help. 18.5" Norc HP9 (18" of barrel protrudes beyond receiver). Fits fine with scabbard at shortest length. Scabbard does not accommodate large optics (maybe not even small ones, hard to say) but will accept a shotgun with standard Master trigger lock, barely.

Your probably right about the optics not fitting. I have one of these for my Benelli M4 and it just barely fits over the ghost ring sights.
Well, there you go. Certainly no room for my Remington 887 Tactical with Vortex Sparc, and even without it the rails and breaching brake catch on the scabbard. The Burris FastFire II MIGHT fit, but it'd be tight. Anything bigger than that, no way. But, the scabbard itself is pretty good. I intend the HP9 to be my trunk gun, and with a nice molle shell pouch affixed to the scabbard, it should do nicely.

Voodoo tactical makes a breachers shotgun scabbard for shorties. 19.5" in length. $33 + shipping on eBay. Ordered one to attach to my rig.
