I'd wager you can't. Same reason Bass Pro won't let you handle a firearm without a PAL, You break it, you bought it. No pal, means you can't buy it.
You could just put your money in the bank and save it. If you're looking for a specific item that might not be around by the time your pal comes in, why not inquire if they'll hold it for you until your pal comes in?
Or better yet, have someone else buy it with your money, and hold onto it for you until your license comes in.
I know some people that have put restricted weapons on layaway before they had their rpal.

I paid for my R1 in full while waiting for my RPAL to come in the mail. It was a site sponser that I bought from. I don't know if one of the big retailers would do it, but I am sure most of the sponsers at the top of the page would.
buddy of mine bought a rifle through a friend before he had his PAL, of course that friend held onto the rifle for him and took him shooting until his PAL arrived. I suppose that kind of arrangement works since technically you don't have ownership of it nor do you posses it.

He's waiting for his Possession and Aquistion license. You can pay for all the firearms you like. Just can't get them (aquire and possess) till you get your card. Up to the store if they accept layaway.

When I started ten years ago, my 'sponsor' went shopping with me....
I would pick out what I wanted, with a lot of guidance from him, and I would pay for it, but he would keep it for me...both restricted and non-restricted.
We would meet up at the club, and he would bring 'my' firearms. I would shoot them, and he would them take them home...
When my PAL and club ATT came through, he simply transferred them all to me and I took them home.
Easy peasy...no waiting...
Of course, not everyone knows of someone whom they either trust enough, or is willing to do it.
