I think the closest thing you`ll find to what you want is the Chiappa M1-9 carbine.The rifle is a clone of the M1 Carbine ,but shoots 9mm Luger instead of .30 cal Carbine., comes with a 10 round magazine in either wood stock or black synthetic.I myself have the wood stock and love this little gun, nice and light and easy to handle and have not had any problems with it as yet ,although some folks have had a few hiccups with thiers, but I love mine.I want to get a .30 Carbine next made by Auto Ordnance.
The Ruger PC in 9mm was restricted because of is shorter barrel.I don`t ever remember seeing them here ,but a nice little carbine for sure.
There`s always the "ranch hand" type levers (Mares legs) but those are usually in .357 ,44 mag and 45 lc ,also a few carbine length levers with 16 ish long barrels ,but again in the mentioned calibers.
There may be others that fit the bill ,but perhaps others may help.
