They are registered when you get them however when you complete them you have to re registrar them stating the caliber of the upper. I'm waiting on my new cert as I just completed my 22lr build .

Can anyone who owns a plastic lower please confirm my suspicion that they are all POS please.. At $33 I guess it is worth a shot.. but every single one I have seen is fragile, or otherwise deficient somehow. I really want to investigate by buying one, but I need some very credible feedback they are not crap-ola. They look REALLY weak where they are threaded for butt-stock.
