I've seen them for sale at various places; I remember SFRC having them some years ago. Haven't seen any in a few years though. They are legal to own and shoot but really just a novelty for us civilians. The self defence guys say there is no point in warning shots and they are of little use against animals in the bush; I'd rather have buckshot or a slug.
I got some from Canada Ammo. They make a farting sound and REALLY dirty up the barrel. Still, fun for the hell of it.

I bought a few boxes of rubber rounds for moose dispersal. Worked OK, but I really had to get within 20 yards and hit them in the hindquarters... they'd run off, but come back for more hay when the coast was clear
I've made my own by cutting off the crimp, emptying the shot and replacing with hot glue. Also experimented with adding a bit of shot back into the glue (encapsulating the shot) to add a bit of extra weight.
A close range thing, but worked well enough. I wouldn't want to get shot by one. Bears don't like it.

I don't think they would be a bad idea for home defence if you would be the type of person who would rather seriously injure someone and scare the crap out of them as opposed to killing them if they were to break into your home.
