I just got registration papers for an Aero lower, and in the barrel length section it says 'frame/receiver only'. Does this mean I have to re-register it when I have assembled it into something functional?

You have 30 days to report changes. So technically if you don't leave the upper on lower you don't need to register it again. But that means you shouldn't transport or store it assembled but separate as per registration papers.

No technically you have to report the change regardless how long it lasts.

What you have is 30 days to report that change.

For multiple uppers, pick one and register it. The rest transport with you, assemble at range, shoot, remove and put registered length back on.

Oh good gwar...

OK, so from the definition in the Criminal Code, my firearm is already registered, and everything else uncontrolled that I add to it would just be an accessory. Fair enough.

I think.

lol, good grief...so if one has multiple uppers, we are basically keeping someone employed at the CFO?

Thanks for the info.

Only if you registered it as frame only:

Conditions

4 (1) Subject to section 5, the Registrar shall attach to a registration certificate that is issued in respect of a firearm the condition that the holder of the certificate shall advise the Registrar, within 30 days after the modification, of

(a) any modification to the firearm that results in a change of class of the firearm;
(b) in the case of a firearm registered as a frame or receiver only, any modification that makes it capable of discharging ammunition;
(c) any modification to an altered automatic firearm; and
(d) any modification that results in the firearm ceasing to be a firearm.

Also notice is says SHALL not if you take the upper off within the 30 days. By law if its on there for 10 min or 29 days you are required to report it.

WOW
face palm

as soon as the lower is capable of discharging ammunition it needs a status change for reg

Why? It is already registered as restricted? What is the status change?

As set out in section 2 of the Criminal Code, "firearm" means:

a barrelled weapon from which any shot, bullet or other projectile can be discharged and that is capable of causing serious bodily injury or death to a person, and includes
any frame or receiver of such a barrelled weapon, as well as
anything that can be adapted for use as a firearm.

If you have one lower and two uppers and do not keep them assembled you technically do not need to re-register, but if one is dedicated and connected you have 30 days. However if you have two uppers along with two lowers and they still are not connected and are separate during storage or transportation the CFO will question you if not reported after the 30 days by law. One upper and two lowers and not connected the are not required to re-register.

Very convoluted as I have been waiting now going on 5 months waiting for a re-registration on one f my AR lowers. The best advice is to call the CFO directly and be sure to write down the individuals name.
