Help with my ruger

I just bought a used ruger gsr. I installed a ring #5 on the back mount and a #4 on the front mount. I installed a scope that I know is fully functional. Long story short I ran out of vertical adjustment on my scope and it still is shooting 3" low at 100 yards. I removed the scope and installed the rear peep sight to try and get it sighted in. Well I ran out of vertical adjustment on that as well. Am I doing something wrong here?
Can someone she'd some light as to what could be going on here.

Perhaps an "out of spec" ring... but I habe also seen Ruger rings improperly imstalled countless times... reinstall them, and check from the front and rear to ensure that the base of the ring is parallel and in full contact with the receiver... then center the crosshairs in the scope before starting over. To save some time, pull the bolt and line the bore up on the target, then without moving the rifle check where the crosshairs are... move the adjustments toward where the crosshairs were pointed... if they are low/right then move the turret dials down and right, until the bore and crosshairs lineup.
 
Took it to my gun mechanic he figures the rear mounting point is way out of spec. He has seen it before. He threw a shim under the scope and boresighted it for me. He suggested getting a xs rail. And updating my scope. I have a vari-x 2-7 on there and there isn't much adjustment room. Does anyone here know where to get a xs rail in Canada for this thing?
 
Ok.... before we take this any further, where did you mount your rings initially?.....

Are you trying to mount a scope scout style or are you trying to mount a scope traditionally using the provided rings?....

Ok, fair enough...... that should work......

I have scouts in 223 and 308....... the 223 has traditional mount and the .308 has the XS rail....... but I tried the scout mount as well, and didn't like it......

I own no less than 9 ruger m77 rifles and have never had an issue with factory milled bases and supplied rings....... but I can't say ruger is perfect any more than any other brand in your case..... they all make mistakes......

I love the XS rail...... it allows for perfect optic mounting and has that built in backup peep.......

But I wager you could zero your scope without it if we found the issue.....
 
I just ordered a xs from brownells. And might order a new scope too I guess. I'm sure I would have been ok to get a scope with more room for adjustment but I like the idea of having backup iron sights. That is one of the reasons why I got this rifle.
Superbrad: what rings are you using with your xs rail? Did you go with qr or permanent?

Permanent...... it's not like I am doing dangerous game in Africa...... if the scope craps out in the field, it takes two minutes to take it off with the flathead on my leatherman
 
Looks like I have more shopping to do I suppose. I only have spare high rings.
Weatherdog: how well do your leupold rigs return to zero?
I had a set of Warne qr on my 45-70 and they worked very well. Maybe 1/2 MOA shift every time I took them off and re-installed them.
