Most accurate budget bolt action 22.

Best cheap and super accurate .22; Norinco JW15A $219.00 if you can still find one. Clip design allows shorts to be used (although I have not tried), but it out-shoots Marlins, Savages and Cooeys routinely.
 
Savage MKII. I picked up a BV (Boyds stocked heavy barrel) for $299 new last year. At 55 yards it is phenomenal. 110 is 2" groupings, but that is using cheap Am. Eagle ammo (which is actually pretty good.) I've seen the plastic stocked ones for around $200.
 
Budget .22's will be a lottery if you get a good one. Some will shoot well. Some will shoot less well. I've shot savage mk 2's that work better than I can. .22lr accuracy is a black hole of trying ammo, torques, holds and trigger work... Good luck!

Have you considered a Chiappa Little Badger? I have one with an RDS on top and it is a sweet little rig for grouse and rabbits. Food for thought...

At 40 yards your sighting setup will likely play as big or bigger a part in the accuracy than the rifle itself or the ammo. What would you be using for sights for this budget rifle?
 
I'm a big fan of the Norinco JW-15, but I wouldn't say it's more accurate than the competition. There are lots of very accurate savages and marlins out there that will beat the two JW-15's (13") I tried.

But I would also argue that the semi auto 22 Browning clone, the JW-20 is more accurate than the JW-15.
I can't explain it, but that's my experience.

As long as you be a bit gentle, I've had no problems with 22shorts in my mk II.

I get 5/8" groups at 50m w/cci standard velocity, and its a bone stock F model (synth stock, regular barrel, has iron sights) with a $40 Bushnell rimfire 3-9x32 scope. My brother has two with heavy barrels and both shoot just as good if not better.

I would not hesitate to recommend the mk II to anyone looking for a cheap, accurate 22.
 
I picked a Mossberg 46 and also a 146 pretty cheaply. Most accurate open sight guns I have ever owned. Did I mention that they come with multiple front posts, multiple rear sights/peep sites and an adjustable trigger. Did I mention I got them cheap? Greatest little-known cheap paper-puncher out there. JMHO.
 
I'll second those Mossberg 146's. Had one that I refinished and a hot tank reblue made it look like new. Outstanding accuracy with SK Standard +, gave it to my son a few years ago.
 
I'll third the mossberg 146. I got mine for $275 in excellent condition, and it came with a really nice old 4x scope and all the original paperwork and hang tags etc. I also successfully completed the "my gun shoots 1/2" groups all day" challenge with it. It's super accurate with a wide variety of ammo, and to top it all off, the wear parts like the sear, trigger, and bolt handle are colour case hardened and the bore is hand lead lapped from the factory.

Seriously one of the best bolt guns you can get for the money. You can normally find them in the $200-$250 range.
 
Savage MKII all over.
I freakin' love mine. $180 like new second hand off the EE.
Meter for meter it's literally the most accurate gun I own. There are other cheap bolt .22's out there.
But they aren't as affordable as the MKII. Get a set of Tech Sights and see what it can really do!

The Norinco is modeled after the CZ, so is the mag; so much so that on earlier CZ and Bruno the Norinco mags are interchangeable.
