I've heard it was indicative of bad brass but I've seen no actual facts to support that contention.

I suspect it's just the type of powder they use leaving a white-ish residue.

I read somewhere that the white-ish appearance is due to fine spider web-like cracks. Like I said above, I've seen no evidence to support that.
I don't know if this is the case with your gun but several years ago when I bought an Indian 1A1 FN the fired brass came out frosted. I gave the chamber a quick polish with some brass wool wrapped around a piece of wood dowel soaked in very fine polishing compound and the case frosting disappeared. YMMV.
I had a friend's M94 30-30 that had been cleaned with wd40 for several years do something like that. The chamber had a buildup of dried WD40 that gave fired brass a milky look. Aggressive scrub and it was gone.

Most likely dirt or fine rust on the chamber walls. I suggest some extra fine steel wool wrapped over an appropriate sized brass brush and soaked in oil. Use to clean and slightly polish the chamber. Take care not to go too deep and affect the throat area. Make sure chamber is dry and free from oil before shooting the rifle after.
