Best advice is buy in person... a lot of Bubba guns made over the years. That or buy from a reputable source like my FIL billybob.

And that stamping on the barrel,, "GENESEO"?
I think both of these facts would identify this one as a commercially made M1 Garand made by Springfield Armory Inc (the maker of the M1A), and not one of the US Navy converted M1 Garands.
It would also appear that the seller may have his story mixed up, because these commercially made M1 Garands were made in the 1980s, and not the 1960s, and his father couldn't have got it from CMP in the 1970s.
Anyway, still a nice example of a 308 Garand, but not an authentic government made one.

Thanks everyone for the help. I didnt feel comfortable buying a Garand sight unseen so I rather pay a bit more and get something I know will work.
