Reading through the conditions on my certificate for my reciever
Where it says 30 days to report if receiver or frame is capable of firing ammunition or something along those lines.
Do I report a change once the whole rifle is assembled or if a "Lower" is assembled?

How is a lower capable of discharging ammunition?

I believe he meant when the lower is “completed” you need to call in (also known as assembled).

Then I’d you have an upper you call in again to register the caliber and barrel length.

That’s why people sell 80% lowers

These are now sold as registered items, and are prohibited at some point between 80% and registered restricted (stripped lower capable of taking all parts).
 
I have never heard until now that it is necessary to inform the CFP when parts are installed in a lower.
 
So what the F8ck does the cfo register a "receiver/frame only" that has a LPK installed in it?? Their only choices are "receiver/frame only" or to have something for calibre/barrel length. If you only build the complete lower, there still isn't any calibre/barrel length applicable to that firearm, so it's still a "receiver/frame only".

I call bullsheet on whoever at that CFO that said that.

Call again and ask someone else.

Scan one of these certificates and show me what it says for an AR15 lower with parts in it, that still doesn't have an upper with a barrel/calibre associated with it.

Well I’m not going to scan it, for obvious reasons. The number has the suffix change, to a .0002 or whichever number is next. It still says “Frame/Receiver Only” but from what I was told (I called and confirmed more then once) they change it on their end with a note (cant remember exact wording). Whether or not that’s true, I call anyways now.

No where in there does putting parts in a lower, to have a "complete lower" without an upper requires you to inform the CFO as it doesnt affect or change anything in that list for an AR15 type lower.

Fair enough, I don’t like it but I don’t have the funds to challenge it in court if it came to that. Was just letting the OP know my experience relating to his question.
 
A lower either with or without LPK is a frame/receiver only. Even if you go and buy a factory complete lower, that is still what will be listed on your certificate.

The real question is: if I break an upper and lower apart every 29 days, do I ever need to change the registered description of the frame/receiver only? :evil: :stirthepot2:
 
Tell me what you guys think about this. I interpreted "that allows it to discharge ammunition" as:

- An inoperable/disabled/dummy firearm that has been made re-operable.

A stripped lower allows the discharge of ammunition if assembled, so it hasn't changed according to that parameter in my mind.
 
It's typical Canadian legalese, unclear and confusing as to entrap the citizens of this country into being fined, or tried in court.
It will always come down to a matter of opinion until if or when it hits the court room. It's either your interpretation, the CFO's interpretation, or the peace officers interretstion. Even if the CFO told you something, it doesn't mean squat in a courtroom unless you have it in writing.

For me, an assembled lower is still just a frame/receiver only. My BCM lower was sold to me by RDSC and it was and still is registered as a frame/receiver only. I'll stick with that.
