Sure, if you only have one powder, & you want to fire your rifle with pistol powder, then buy a Pistol Caliber Carbine.
In my eagerness to suggest he use rifle powders for rifles, which include reduced rifle powder loads, he must have bought a rifle for some reason. Right?
Rifles with pistol powder loads are pointless in most indoor ranges, & pointless on outdoor ranges at reduced range. If you want to shoot reduced pistol powder loads in a rifle, why did you buy a rifle?
