I understand this has been discussed before.
However I am now somewhat concerned with the way the new prohibitions are going so am thinking of leaping.
Always wanted a decent to good air rifle to deal with pests and simply have fun with.

So, any advice?
Want something as accurate as possible, capable of knocking one of those obnoxious Who Who's over at 40 yards, yet won't break the bank.

Does such an item exist?

PCP? Springer? What does breaking the bank look like? FX Dreamline or FX Impact on the higher end. You will never look back. YouTube FX air guns.
 
Prefer simple, so likely spring driven?
I have but little knowledge regarding these things, unlike my other rifles etc.

Like to keep it well under 500 clams, 300 would be about right if that is workable.

Lots exist from low to high depending on your definition of "don't want to break the bank". But like anything, get something that is of quality with a name and generally it will last a lifetime and have some resale value. There is lots to research regarding air rifles which will also explain why some cost way more than others.
Edit--just saw your price range. Like you often hear, I would look for a know brand name used before a $300.00 new. As an example, I just bought a Diana under lever thumb hole from original owner. Gun is like new having been bought in August of 2020. I paid $500.00. New would have cost me close to $1000.00 with tax and shipping.
 
If you’re used to the accuracy of a real rifle, you’ll be frustrated by the lack of accuracy in a Springer. They can be shot accurately with practice and the right technique, but the “artillery hold” (google the technique) doesn’t lend itself well to hunting and pest applications where you’ll need flexibility in how you hold/shoot.

PCP is the way to go, but you won’t find much under $300

My $0.02 fwiw- I'd go with a nice springer in .22. A nice springer will have a good trigger and be accurate enough for what you want to do. I'd look at a crosman nitro with a trigger update for the money you are wanting to spend. Higher end would be a hw97 or a air arms tx2000 (higher end). A springer is a treat to learn to shoot well- but does take some practice and technique.

I have pcp's as well but for simplicity and the challenge I like shooting my springers more. It also doesn't hurt that 500 rounds of premium match ammo costs $15

Have yet to make up my mind, but I am wondering about thoughts on the following one. Fixed barrel, nitro piston, under barrel lever, and 11 round magazine all seem appealing. As is the price. So... Thoughts?

Bought a Discovery a few years back, with the hand pump as a package, on sale. The price wasn't bad, and I could say that it wasn't really any more than a quality side lever. Which is nice, whether you go with PCP, or piston as you don't have to contend with barrel droop. And you don't have to spend very much money on an airgun specific scope either with a PCP. I just put a used Tasco big game scope on mine.
