How common?

The only brass I ever bought was black sheep brass and he always threw in extras to account for the defects in this reprocessed brass. I don’t know about new brass products from Starline but I agree with bunny - give them a chance to answer. Sometimes a company will surprise you in a good way.
 
It’s not a big deal one way or the other. If this was for a rifle, it really wouldn’t matter at all ( unless this is a pattern of short counts which I doubt) but because these are for shooting skeet, I’m 2 short from haveing enough to load for 4 rounds.
 
My bulk brass purchases from Starline and others have been either "right on" or one extra sometimes. I was never shorted, and that you were is not right. Not much you can do about it. It's quite unlikely to happen again. I would suggest you chalk it up as one of life's little let downs and carry on.
 
Never been shorted by Starline but I have by others. Believe me, I count lol. I don't know how you wouldn't? Reloading blocks are usually 50 or 20 cases each, primers by the 100, bullets 20, 50, 100, etc. If you're missing 1 or 2 brass, you're going to notice.
When I get brass I always buy the 50 and 100 count plastic boxes so don’t need to count. Small fortune in boxes.
 
Have had several bags of brass over the years that were plus and minus 1-2 pieces. But this has happened rarely, compared to the overall numbers purchased. As they are probably loaded by machine, there is a good chance that the odd bag slips through quality control as they do not check every bag, just random sampling, to keep production costs down.
I have also experienced it in boxes of component bullets too.
Honestly, I have had more pluses than minuses over the years, so haven't worried about it too much, as it has more than balanced out in the end.
