These guys make Canuck, GForce and most likely these. I was impressed with the steel receiver version in 44 Mag. I have yet to range test it though.

These are definitely Derya builds. I've seen Deryas with picatinny rails on top of the actual actions, but they seem to only be overseas and not here for some dumb reason.
