I haven't received my rpal yet.

Can I legally buy a Reloading Kit or do I need to wait for the rpal ?

No one has ever checked whether I have a license when I have bought primers and/or powder. Probably because there is no requirement for them to do so. Well, no legal requirement. Maybe the Ontario CFO says you must, but the Ontario CFO is above and beyond the law. People in Ontario are considered to be chattels of the provincial government.
 
no PAL or anything required to buy all the componants, powder, primer, projectile, case to build a bullet. only need it to buy preassembled bullets

I'm not trying to cause an issue or do anything else.

The reason I'm asking is because I would like to spread out the expense (outlay of cash) over several months.
I used to do the roll your own .. 35 years ago and I would like to pick it up again.
I'm trying to get back into the sport (which has changed quite a bit :) ) and looking here and there for pointers.

You guys should ask where Enda's from to avoid giving wrong information. If you're in Ontario or Quebec, there's a good chance you'll be asked for your PAL to purchase powder.
 
Just because you are asked to produce your PAL when purchasing components does not mean they cannot sell it to you... ask to see a manager and simply inquire as to why they must see it as it is not required by law. Could just be a BS store policy.
