One reason for law enforcement using hollow points (HP) is that if they adhered to the Hague Convention they'd be using full metal jackets (FMJ.) FMJ are much more likely to penetrate right through the targeted criminal individual and through walls and such, increasing the threat to bystanders. Law enforcement tends to happen in populated areas with a high ratio of innocent bystanders, so the tables turn in favour of HP bullets. It's not really very controversial at all.

this has got me curious. I know hollow pionts in a pistol are just fine. But when someone refers to a cop killer or a round that will penatrate a bulletproof vest would that be a FMJ round or is it something totaly differerent and would that not be a prohibitate ammo in a handgun?
There were two specialty ammunition companyies that produced the KTW and THV ammunition, primarily aimed for a law enforcement buyer.
They used bullets made of tungsten or solid copper, and in the case of the KTW, they were coated with teflon to spare the barrels of the guns they were fired from. They used high density, bullet shape, and high speed to penetrate body armour. The ammo was not designed to kill cops, but to be issued to police hold up squads who might face criminals using body armour.
"Cop-killers" are whatever RCMP Cst. Aubin says they are.
It doesn't really mean anything. In a Canadian courtroom, however...
In the May, 1994, trial of Mark Christopher Longard (accused of illegal importation of cocaine, marijuana, and a loaded S&W 9mm pistol, into Canada via Yarmouth, N.S.) the court heard that the ammunition was full metal jacket, hollow-point ammunition...known by trade names like Hydroshock or Black Talon and that the ammunition had a metal jacket with a serrated, hollow point. Inside, a slender pin or post extended from the tip of the lead bullet.
During this trial, Yarmouth RCMP Cst. Claude Aubin testified that these illegal bullets are often known as cop-killers because they can pierce some bulletproof vests.
confused: Is that statement ironic, or what? And no, the defense did not bother to ask Cst. Aubin what kind of ammunition his sidearm contained.)
On June 6th, 1994, the accused (having been convicted) was sentenced to three years in jail.

JHP and other commercially available pistol ammo generally will not penetrate level 2A vests...however, when fired from a carbine (like the CX4 or a 9mm AR15) the additional velocity may make it possible. My Tokarev ammo is steel core and the only pistol ammo that I have that will penetrate a level 2A vest. The standard JHP or round nose .38, .357, 9mm, .40, etc are defeated by it.
Almost any rifle ammunition excepting .22lr will penetrate even a level 3 vest.
