M1A rifles and parts were never classified as military firearms/parts. Early springfield stuff yes, but then we are talking M14. The recreated springfield came out with the M1A and it is not an M14.
M1A stocks are identifiable as they do not have a selector switch cutout.
The only usgi stocks i have managed to import with no issues and all the proper paper work, were advertised and sold as M1A stocks. They all had the selectors filled and were in primer finish prior to sale.
If a business in the states were to start offering fiberglass g.i stocks in the M1A configuration, I do not see why they couldn't be exported providing the business was liscenced to export.
What most private u.s. citizens don't realize when selling firearm items, stocks , ect , is that "anyone" who exports a firearm item outside the us. , must have an export liscence...... most guys on ebay and such don't realize this.
