When I was in Military school we would make fun of people who wore their barrets a little screwed up like this. We would call them "Purple pie man" after the strawberry shortcake character but these guys take the cake!!(no pun intended) But the other posters are right the purple pie man covers break up the silouette of the head and they don't have to be constantly groomed like using vegitation which is scarce in that part of the world anyway.
