if that is the case, how come the technical colleges here are (at least they were in the 90's) full of russians and others from the ex soviet union?
i cannot comment on their school system or literacy rates, but historically no one has shown as little regard for the russian/soviet soldier as their own leadership.
As far as russian school goes it is really different.... grade 6-7 there would be compared to grade 11-12 here.. and i'll be a witness to that.... i was 16 years old back in 1997 wen we moved from Russia to Canada, by that time i have completed the High school and first year of University .. and then when i came here, couldn't speak English , they put me in grade 12 highschool...where i had a blast...
And as for technical colleges ... yes you are right.. there are a lot of Russian people that are forced to go to college or university here... for one simple reason.... Canada doesn't really accept other country's diplomas.. there fore you see ex-doctors, ex-engineers working on construction sites , and restorantes... and the fortunate ones get to redo their school and get local licenses and such......
