Apparently there is discussion between NRCAN and a large gun group on the reloading regs

http://www.telusplanet.net/public/emerge/reloadregs.doc

I have concerns about being limited to 2 kg of black powder and 300 bp cartridges.
I also have concerns about the reasons why these regs are needed.
see the *** note at the bottom.
Apparently is isn't about Safety but seems to be sold that way.

it still way better than the last time reloading regs came up. They wanted to basically ban reloading in any place other than rural areas. It was ridiculous.

What I want to know is where is the apparent need for these new regs? I mean are home reloading benches blowing up and killing folks all over the place and we've not heard about it?

This is a perceived danger with, (as far as I know) next to zero recorded incidents where these regs would have done anything.

Smells like the politics of the anti-gunners to me.

How about clarification/simplification?

I know, be careful what you wish for.

Yeah, when it comes to gun laws it's almost always tighter rather than better / easier.

Given the current climate of ignorance I do not expect that to change in the near future.

Maybe we need a good old fashioned bit of civil unrest to wake up the zombies. I mean heck the train was full of them this morning. Ipods and all.

I would like to know the date that this was drafted. No date was shown. It is easier to challenge government decisions when you can quote chapter and verse!

Would caution against associating any positive words (such as better) with regulations so can not be as easily misquoted "better than..." must mean they are good thus use them...

I'd still like to know some content of the proposals. I am getting pretty tired of getting crapped on for no reason other than some twit needs to make his mark or get his 15 minutes.

from the document.........

***Propellant powders are found about 15 times more often in improvised explosive devices (IEDs) than commercial explosives whose sale requires a licence

I didn't know IEDs was such a large problem here in Canada. that cans it ! i guess all you people who reload are nothing but a bunch of IED building deviants............

I guess the next step will be to ban fertilizer, diesel , ......match heads

I have actually emailed the guy apparentl responsible fo such things I am sure I saved his email way back then I will try to find it when I get home tonight. We can flood his email with our coincerns. He seemed like he knew what he was talking about and told me they would be releasing the new proposed regs on their website.

That line disturbs me also.

As far as the logic for restrictions go there is a bona fide hazard for firefighters responding to fires. Unlike loaded ammunition, powder especially black powder poses a real hazard. 1 lb containers of smokeless powder pose little hazard but an 8 lb container of smokeless powder will raise the roof on a 12X12 building.

How many reloading, ammo storage, IED incidents have there been in the last decade?

esp in Canada

I also want to know what thier definition of an "IED"

are they talking acts of terrorism, or maybe some guy being silly at his cottage?

I personally don't like it and think the use of the term is (pardon the pun) liberal

Here was the Email!

Mr. Lehtovaara,

The proposed regulations I assume you refer to were an early flawed version, replaced in 2006 by a revised set following extensive consultation with members of the shooting community. The revisions dealt with the great majority of issues raised by the handloading community.

We now have an updated version which we plan to release for general consultation in the near future. They will be posted on our web site
http://www.nrcan-rncan.gc.ca/mms-smm/expl-expl/erd-dre-eng.htm
as well as made available through various shooting associations and clubs.

As an aside, I am curious about why you are raising this issue four years after the initial proposals were withdrawn. We have has three or four e-mails recently from persons on this subject, none of whom seem to be aware of the work done since 2005.

Any IMPROVISED EXPLOSIVE DEVICE be it made by timmy taliban, some a$$*ole biker, or the neighbourhood moron is an IED. Yes it does happen here, a lot over the last 40 years spread over all parts of the country. You don't hear a lot about it because serving bomb techs DON'T like the media present when they do their work.
