I've shot many Chinese and Russian SKS rifles. Neither was better than the other on the firing line ON AVERAGE. Individual rifles sometimes outperform others from the same manufacturer - that much is luck of the draw and can only be determined on the firing line.

*fiddler made a good point I was not aware of about his 53 russian is chromed , this is the first I have heard of a russian being chromed. I did not know this and now i do! thank you
ALL Chinese SKS's are either military issue or made up from military issue parts for commercial sale.
ALL Russian SKS's made from early 1952 and later are/were chrome lined. Only early Russian and all Yugo SKS's are not chrome lined.
Individual rifles will shoot better than others. On the whole, Russian rifles are often better fit and finished IF NOT REFURBED. Refurbed rifles had mixed and matched parts. They function, but fit and finish might not be as good as new.

Not totally correct on Russian refurbs. There are many levels of refurbishment with Russian SKSs. They run the gamut of:
New rifles that only had a stock swap
Rifles that have been phosphated during refurb
Painted rifles
Rifles made from forced parts
Rifles made from mis-matched parts.
