Best 7.62 x 39 bolt action rifle? Opinions, please.

The CZ hands down. I have owned a CZ, Ruger, and Zastava mini Mauser all in 7.62x39. To me, the CZ handled the nicest, was the most accurate, had the best trigger, and the most features. Both the CZ and Ruger had integral bases, but the CZ had an action size which was correct for the cartridge, (not a .308 length with a spacer), the CZ had a way nicer trigger (plus a set trigger), detachable mag, sights, shorter overall length, and was lighter. The CZ also had the nicest fit and finish. It's the only one of the three that I miss.
 
If I were considering a bolt gun in 7.62 X 39, I would seriously consider the Savage Scout in that caliber. They also offer a less expensive bolt gun as well, I just like the Scout setup more.

I have two Savages with their Accutrigger and I really like it. Very accurate guns right out of the box.

IMO, Savage makes one of the better factory barrels out there as well. Plus, you would be really surprised what other large, well known gun companies Savage makes barrels for!!!! :)

Main thing is, Savage is made in North America!

Reminds me of a bumper sticker I saw a while back, "Out of a job yet? Keep buying off foreign made goods and you will be!"

I have a Savage 12FVSS in .223, and it's a very impressive piece. I normally like a blued finish and a nice wood stock, but the black synthetic stock with the stainless heavy barrel seduced me, and it's been a purchase I've never regretted.

I was not aware that they had a rifle in 7.62x39. Poor research on my part. As I mentioned in another response, I also have a CZ bolt action in .17 HMR which is another very impressive rifle.
Looks like there are a couple of good options available.

(P.S. - I also already own a CZ-858, but that's a whole other type of rifle for a whole other type of shooting.)
