Sniper rifle for under $1000?

I don't think you can build a quality sniper rifle for under $1000. If we're talking modern mil-spec sniper rifles the cost will be around $5000 or better. Scopes alone start well over $1000 without a rifle.
What are you actually looking for?
I don't think there is any need to rain on this guy's parade. He's looking for a lower budget tacticool rifle that will increase his fun at the range. It doesn't matter that he's not a real sniper, he just wants to have fun like the rest of us. He's not asking for a competition winning rifle for $1000, just something that shoots well and looks cool.

Dooran, go look at the Savage website. There is even a section with "packaged" rifle/scopes that are camo cool. Then checkout the EE and the site sponsors and see what you can get.

Sniper rifle wording aside. Savage was my first precision rifle to get into the type of long distance you probably want. They're cheap, reliable and shoot well. I particularly like the model 10 precision carbine. It's a very tacticool rifle and is very "sniper" looking. In selling myn lol

Just a bit of advice from a fellow newbie. If you haven't done so already, research 'MOA' (minute of angle) and how it relates to target shooting, then try to get a handle on what sorts of MOA groupings can be achieved with different firearms.
Also, from what I've come to understand so far, precise shooting does involve a certain level of 'customization' in the sense of tweaking both technique and the firearm's configuration. But perhaps you meant customization in a different sense.
Contrary to what's been said here, there are 'sniper' rifles. I'm sure many milsurp sniper and ex-sniper rifles have spilled their share of blood in that role. But its true that 'sniper' probably isn't the term that these folks here would equate with precision target shooters. I see it more in the milsurp section, used in reference to actual snipers.

Where are you located dooran it might be best to hook up with another shooter that can teach you a little more about this in person.
You don't need to start at top of the line....
Pick up a used Savage 10 in .223 so ammo will be half the price of .308 (or so it seems). They are good shooters and their prices are really nice.
As for a scope go with something in the sub $300 range like a Vortex.
Between those you should be able to have a "sniper" rifle for about $1000.
