.17HMR or the new .17 Super when it comes out.
If you do any research at all you will dismiss the .22WMR...its attraction is it's knockdown power...but a good shooting rifle will produce 1.25-1.5MOA at 100yds...and like the rest it will open up somewhat more at greater distances.
As to the 52 Winchester in the '30's...remember, that was the hayday of benchrest. These were expensive, heavy derivitives of the 52 off of the bench with state of the art scopes (for the time) with massive rests.
Doing that today (benchrest) is way...waaayyy beyond the OP's $500-$800 limit...more like $2500+
