So, I'm inclined to pay the $25 and get me an early Tula... to match my '34 Tula 91/30.

Ask for a '43 dated one... Then it will be the mirror image of your '34 dated 91/30! Plus, there are less '43 dated ones than '40 dated ones...

How about stock or number of ports?
Those pics of two different rifles, seems one has original notch and another - "field made". To check if your rifle is original sniper find the thread started by Ratnik and see your serial number. Regardless if you have original or field made sniper - you did either excellent or very good, Lever Arms explicitly told me they put aside all snipers and charge extra for them, so it's just another one that slipped though.
Originally all SVT's had the side rails during 1940 and 1941 production. It was only during late 1941 that some Tula rifles started appearing without the side rails. Starting in 1942 the rails were dropped and by 1943 they were eliminated completely as the 91/30 PU sniper was the new designated sniper rifle (officially in 1942).
The side rails do not make a sniper a sniper, as previously pointed out you need the notch on the top of the rear receiver for the locking pin. These notches were applied at the factory in Tula or replacements were produced in the field.
Not sure if you'll even be able to get all the options you want from Lever... But, I'd go for a 1943 with an AVT/Naval/Later version (whatever we finally decide what it is) stock and the later 4 port brake.

For instance, there is still an ongoing debate about whether the Oval with Arrow stamping denoted the Kovrov or Podolsk arsenal (I personally feel that Podolsk is correct).
