I would like to be able to mount a scope on my norinco type 56 sks. I was looking into the receiver mounts, but I heard they are trash because when you shoot they move, so you can never zero your gun in. Also the receiver mounts require a lot of filing and patents. I have heard of the LER scopes, but I don't like the way they look. So if anyone has any info on how to mount a scope on a sks a different way that would be great.

No.
Wartak is a rail that shall we say appears to have features "borrowed generously" from a prototype we had at the Chilliwack show about a year ago. Fortunately we had a few features left to add after that ...
That being said, the rail you probably want is our 2nd generation Premium Kwik Rail which unlike the Wartak (single screw holding the mounting bracket on) is made from a single piece of 6061 aluminum. It is the strongest (and in my opinion) the best scope mount available for the SKS. We are looking at adding colors to the mix now, starting with Olive Drab and Flat Dark Earth.

What's the difference between the premium rail and the full length rail???

The Premium Rail is an improvement on the "full length rail" ... both are full length. The Premium rail is not welded at the bracket like the earlier full length rail, and the bracket has been extended forward, for extra rigidity. Both are excellent products, but we recommend the Premium Grade as there is no possibilty of breakage in the case of normal use as it is a single piece of aluminum.

Just remember You can't use stripper clips anymore if you install the full length rail. That reason alone means I'll never get one.
I have heard receiver covers can be good if you file them properly (very slowly, so you get a really tight fit), then remove the locking pin, tap the hole straight through both sides of the receiver and the cover, and put a single allen-head bolt into that hole. Supposed to hold zero really good if you do that, but I haven't tried it so its hearsay, I guess. I think people were calling it the marshall method or something like that?
That said, Im probably going to go with a scout mount. They seem to be the only option that doesn't involve permanent alterations to the firearm, and will still hold zero. (Plus doesn't need to be taken off to clean the gun.)

You do NOT have to remove the rail every time you clean the gun..... Just pull the Kwik PIN and your done...1 second ! It lifts up and out of the road...".easy peazy" Remember the Mag Wedge Rail ALSO works as Shell Deflector. By the time you get one mounted , you cant use your stripper clips anyway. Good luck with your other scopemounting ventures.
