Those look like an awesome bush gun. As for the reason of being restricted that's just stupid.

Apparently this gun has a pistol receiver; therefore it is restricted.
The Browning Buckmark does not have a pistol receiver, therefore it is non-restricted. Its receiver is not the same as a Browning pistol's receiver; it has the integral extensions on which the buttstock is mounted.
If the gun were made with a different, unique frame shape in the grip, it could be a non-restricted firearm. This s why the repro Remington pattern revolver carbines are non-restricted.
The browning buckmarks carbine frame is different from its pistol brother due to the stocm being intergrated into the frame itself. Where as the rossi's frame is unchanged and the carbine stock attaches the same method as regular pistol grips for that frame do. This is the understanding I have as to why the Rossi got different treatment from the buckmark.
Trying to make sense of it has confused me.
Pistol receiver back and forth, had this been a single action (e.g. Colt 1873) with a different grip frame it would be classified as NR.
