    Because depending on the RCMPs interpretation of "semi-automatic",
    a double-action revolver shotgun might need to be plugged at 5 rounds.

    The regulations require that a semi automatic center fire magazine must hold no more then 5 rounds. Most semi auto rifles will hold one in the chamber and 5 in the mag. So depending on how they look at it one would be lined up with the barrel ( ie the chamber ) and 5 in waiting ( ie the magazine). However logic does not seem to apply to the powers that be.
