That's quite the stretch, do you have actual evidence of this happening in the industry or are you just talking out your ass? Even stores that charge HST incorrectly to non-participating provinces still likely remit that tax revenue to their respective government. It would be burdensome and incredibly illegal to go back through your orders and manually remove the PST portion from invoices that have already been issued in order to "pocket the tax", and there would be clear evidence of the change between customer invoices and their filed invoices.

Send them an email and ask. Same thing happened to me, ordered on Tuesday but never heard back from them (must be busy). Sent an email today asking if it had shipped, got a nice email back with tracking number showing it shipped same day as I ordered. Great service if you ask me.
