I thought bullpens were only legal if the action cannot be removed from the stock?

They are nice, but the Polish military just bought another big batch of Beryl. The chance MSBS is going to be bought by the Polish military is not looking good, so I am not sure the future of this weapon system if Radom is waiting on Polish military contract to ramp up. In the mean time, the Polish special forces and their "commando" regiment all have HK416.

There is even a 7.62 version, but it is vapour ware if it forever stays at the R&D stage. The way it looks the dumb grunts will get more Beryls, and special troops will stay with HK416. If there is a need for 308, the special guys will probably just buy HK417.

The only viable option would be to submit for civilian market in this case

I think they're trying to do too much with the whole bullpup to traditional conversion. Personally, I'd buy the dt mdr over this. Dt has a proven track record of accurate bullpups. The mdr looks a whole lot better as well.

I would seriously consider buying one if it is a bullpup. Otherwise it is too similar to my ACR.

I think it is if the action can only work in the stock. In this case, if you remove it from the bullpup action lower, it's not functioning. The conventional rifle version has a major component in common with the bullpup version, but they do not have a complete action in common.

Except its not an ACR. I wouldn't insult Radom. Freedom group != Radom.
    Radom makes functional firearms.
