Transport of restricted to friends house for upgrades?

Hey guys, looking for some advice on legalities. For my AR I’d like to add a hand guard rail and QD mount end plate at the buffer tube myself with the help of a buddy as he has a vise. I would only be allowed to bring the upper receiver to his place not the lower or both since it is the restricted portion right? My other alternative is a gunsmith but I’d like to do it myself.
 
Unless you get an ATT only the upper can go.

hmm that's what i was afraid of. guess i might as well take it to the gun smith as the price of the barrel wrench and vise blocks equal to the labor cost.
 
I would call and request the ATT...have the address and a date/ time in mind. I obtained an ATT once to bring a pistol to a person's home shop (registered business) to get a custom holster made with no problem. Took a few minutes to explain exactly what I was doing but they went for it.
 
Unless it's to a range,gun shop or recognized gunsmith I think it's a no go as I have moved one to a gunsmith before. You might also be able to move it to a restricted owner if you where to loan it to him for a short period or for storage say if you where going through a move and felt it would be better there until you got into your new location and set up for restricted storage again.----Dieseldog!
 
step 1) Meet at gun range
step 2) Lend your friend the firearm (with certificate)
step 3) Meet at your friend's house, have some beers and pizza, work on the gun, and rejoice in a job well done.
 
Maybe I'm off here, but on initial reading... what about him coming to your house to pick up the gun and certificate?

It's a loan, that's legal, and this would be covered under condition #6: Transportation of newly acquired restricted firearms and/or prohibited firearms from the place of acquisition to the licence holder's dwelling house or other place authorized by the CFO.

If so, then by that interpretation, you should be able to ale it (& the cert) home with you after the work is complete.

I don't think that breaks any laws.
 
Sorry guys. Didnt realize i left out important info. Friend does not have Pal or Rpal. Just a handy friend with lots of tools. His vise is not portable either. I appreciate everyones input. Upon watching a vid of gas block removal and install requiring proper lining up or one can get over gas/under gas, think ill leave it to the pros.
