The length provision of that law may say < 480mm but then includes "or any similar device" - sounds like that can nail ya? Is that what they are saying? I feel for ya!
 
Good for you! Had to do that when a cop took a case of beer from me at a park even though it was sealed and in a locked car... Judge told him to give it back and not waste his time anymore with this petty stuff. Of course after that i had to watch my back for some time as he tried to nail me with other things!!
